Felicia Seals, 27, of Jonesboro was charged with animal cruelty Wednesday afternoon after police say she tried to hang a four-month-old puppy from a tree.

Georgia Spencer, 35, told police she and Seals had been arguing when Seals grabbed the puppy and went behind the house.

Spencer said she “heard the cries of the dog” and went outside where she saw Seals “attempting to hang the dog from a tree” by a cable around its neck, according to the police report.

Spencer reportedly grabbed a stick and hit Seals until she released the puppy.

Officer Beth Grant, who was called to the home in the 400-block of North Church, said the dog did not have any visible injuries.  She suggested Seals consider “surrendering the animals in her care.”

Grant issued Seals a citation for cruelty to animals and for not having a state rabies tag.  Seals is scheduled to appear in court on June 18.
