Cross-dresser accused of shoplifting dragged back to jail

Jonesboro police say a cross-dressing shoplifter is once again behind bars.

On Monday Officer Logan Hall arrested 20-year-old Dramell D. Payne on charges of Criminal Trespass.  Hall also arrested 34-year-old Don Fitzgerald Black on the same charges.

According to Officer Hall’s initial report, both men are accused of stealing $500 worth of property from JC Penney’s, 3000 E. Highland Dr.

The men were reportedly banned from the Mall at Turtle Creek after each was arrested on shoplifting charges earlier this month.

Hall transported Payne and Black to the Craighead County Detention Center where they are awaiting a Wednesday court appearance.

This is Payne’s second trip to jail in less than a week.  On Wednesday, September 12, he was arrested and charged with stealing women’s clothing from Target.  He was released the following day.
